How do I petition for clemency?

Although all petitions for Hawaii state convictions must go through the governor, other individuals assist in the process of approving or denying petitions. Pardons for federal convictions must go through the United States Department of Justice. The process of requesting clemency is fairly simple: you must write a letter to the governor and await the decision.

Your letter should include at least the following information:

  • Your prison number
  • Your current address
  • The offense you are writing about
  • Your date of conviction

Whether your request will be granted depends on your circumstances and your behavior since your conviction. The more compelling your reason for petitioning clemency, the better your chances of actually receiving a pardon.
